Guide to Social Networking (How to Create One Network and Key Resources)

WHAT IS YOUR PURPOSE?

There are many reasons for setting up a social network. These can include providing a space for members or supporters of your organization to interact with one another, sharing of expertise and experiences, building a community of knowledge, distributing information, allowing individuals and organizations to connect with peers, etc. Being clear about the purpose of your work is an important first step. One way to do this is by doing some brainstorming, talking with colleagues, and also reviewing other networks online to get some ideas.

PLATFORM/SOFTWARE

In order to begin your own social network one of the most important decisions is what is the software platform/format that will be used and what type of functionality is provided, are there any costs, is the platform flexible, scaleable (can it grow as membership increases), etc. For this site I use a platform called NING (www.ning.com) which is wonderful company that provides platforms for social networks that have a high degree of customization. I have been doing this type of networking online for more than a decade and to date NING is my favorite resource. Ning used to provide their resources for free, recently they started charging monthly fees (they may still provide free sites to educators. I still think Ning is the best platform).

There are also many other platforms on which you can create a social networking site, some might require some programming expertise, while others are largely accessible to anyone who has a basic understanding of how a content management system functions (which is similar to using any of the main word processing software programs in which a web page can added/edits relatively easily). There are many open source contentment management systems that are available for free online. Some of the most reliable include www.drupal.org, www.joomla.org, www.mambo.org, www.plone.org. You can find a great deal online by searching and there are also aggregate sites that compare contentment management systems, such a CMS review or idealware/techsoup has a good review of some sites.. For an open source content management system, one of the steps that is required is finding a site or place to install, run and host the software (basically a server). This often requires some technical knowledge or there are some companies that will provide this service for a fee, which you can find by searching. Some people also choose to setup groups on Facebook or to setup parallel groups on Facebook.

In addition to NING and open source content management systems, there are some commercial products available for a fee. You can find these by searching.

Note if your goal is only to distribute information to your members, then signing up for one of the free listserv or group software platforms can be an effective and free way to do this. For example, YAHOOGROUPS or GOOGLE GROUPS allow anyone to setup a listserv and each provides some features where members can interact.

Also many organizations choose to build their own community sites by hiring expert IT companies or consultants (or hiring some to modify an open source system).

OPEN VERSUS CLOSED NETWORKS

An important question while creating a network is if the site should be open to anyone, moderated or a private network. This a vital decision that will affect who chooses to join the network.

CONTENT

Once you a clear goal and platform, one of the next steps is beginning to work on content. Even if you create the best site, unless you have strong content, the amount of traffic the site receives will be minimal. There is no magic recipe for creating content, but in general my recommendation is try to follow your passion in terms of creating content that fits with your own interests. But it equally important to try and ensure that you're not duplicating already existing content/resources. Try to see what is already available on the Internet and fill gaps, develop new areas, etc.

ATTRACTING MEMBERS

Building a member base is another key component of launching a network. Obviously one of the first places to recruit members is through your own colleagues and networks. Craft a short and clear e-mail inviting people to join the network (perhaps you might invite a few people to test the site before you launch the site publicly). Another valuable way is to post information about your site on other relevant sites/networks. For example, some key sites that might be appropriate for posting information include www.idealist.org, www.takingitglobal.org, www.developmentgateway.org, www.devzone.org. There are hundreds of other sites and lists where it is often possible to post free.

Another means of attracting members is to work out partnerships with like-minded sites/organizations and engage in cross-promotion of one another's networks.

Of course, starting a facebook group or a Twitter account can be other ways to attract members.

1) SwissPeace -is a practice-oriented peace research institute in the area of conflict analysis and peacebuilding. We research the causes of wars and violent conflicts, develop tools for early recognition of tensions, and formulate conflict mitigation and peacebuilding strategies. swisspeace contributes to information exchange and networking on current issues of peace and security policy through its analyses and reports as well as meetings and conferences.

2) Berghof Center - aims to occupy the middle-ground between theory and practice in the study of ethnopolitical conflict. Thus we produce research that can generate ideas, tools and resources for the practice of conflict transformation, and we draw on practical experience to generate innovative research and conceptual approaches. Our goal is to contribute not only to an increased understanding of peacemaking and peacebuilding processes, but also actively to support such work. 3) International Alert - is an independent peacebuilding organisation that works to lay the foundations for lasting peace and security in communities affected by violent conflict. We work in over 20 countries and territories around the world, both directly with people affected by violent conflict as well as at government, EU and UN levels to shape both policy and practice in building sustainable peace. IA has a very research program providing up to date information on best practice, emerging themes in peacebuilding such as climate change, the intersection of business and peace, gender and more.

4) Fundación para las Relaciones Internacionales y el Diálogo Exterior - is a think tank based in Madrid that aims to provide the best and most innovative thinking on Europe’s role in the international arena. It strives to break new ground in its core research interests of peace and security, human rights, democracy promotion, and development and humanitarian aid, and mould debate in governmental and non-governmental bodies through rigorous analysis, rooted in the values of justice, equality and democracy.

5) Conciliation Resources - is an international non-governmental organization registered in the UK as a charity. We work mainly in the South Caucasus, Fiji, Uganda, Sudan and West Africa in partnership with local and international civil society organizations and governments. We also publish Accord: an international review of peace initiatives and are involved in projects in Colombia and the Philippines.

6) The Alliance for Peacebuilding - plays a leadership role in developing and disseminating innovative approaches to peacebuilding, including collaboration between conflict resolution organizations and organizations in the fields of development, relief, human rights, and security. We initiate, develop and support collaborative action among nongovernmental, governmental, and intergovernmental organizations. We also build understanding of and support for peacebuilding policies and programs among leaders in government, business, media, philanthropy, religion, and other sectors of civil society. In addition, we help increase the effectiveness of the peacebuilding field by developing networks, disseminating best practices, and enhancing organizational capacities and professional skills.

7) CDA Collaborative Learning Projects - CDA Collaborative Learning Projects). We are committed to improving the effectiveness of international actors who provide humanitarian assistance, engage in peace practice, and are involved in supporting sustainable development.

8) The Transnational Foundation for Peace and Future Research - is an independent think tank, a global network and a website for peace by peaceful means. It inspires a passion for peace from the grassroots to the corridors of power. It promotes conflict-mitigation and reconciliation in general and in selected conflict regions through meticulous on-the-ground research, active listening, education and advocacy.

9) The Development Assistance Committee of the Organization for Economic Cooperation and Development is the principal body through which the OECD deals with issues related to co-operation with developing countries. They provide publications and analysis on peacebuilding, fragile states, gender and more that summarize best practices across key donor agencies.

10) The African Centre for the Constructive Resolution - as a South African-based civil society organisation working throughout Africa to bring creative African solutions to the challenges posed by conflict on the continent. ACCORD’s primary aim is to influence political developments by bringing conflict resolution, dialogue and institutional development to the forefront as an alternative to armed violence and protracted conflict. ACCORD specialises in conflict management, analysis and prevention and intervenes in conflicts through mediation, negotiation, training, research and conflict analysis.

11) The Social Science Research Council -has a long-standing commitment to developing better understanding of problems of global security and cooperation, from work on arms control and nuclear proliferation, to emerging social, political, and religious movements, global public health challenges, and persistent forms of conflict and threats to human security.

12) United Nations Development Program - Supports out a wide variety of development projects around the globe. Within UNDP, the Bureau for Crisis Prevention and Recovery has a number of relevant publications.

13) The International Crisis Group - is now generally recognised as the world’s leading independent, non-partisan, source of analysis and advice to governments, and intergovernmental bodies like the United Nations, European Union and World Bank, on the prevention and resolution of deadly conflict.

14) The United States Institute of Peace - provides the analysis, training and tools that prevent and end conflicts, promotes stability and professionalizes the field of peacebuilding. USIP regularly publishes an array of comprehensive analysis and policy recommendations on current international affairs issues, especially on the prevention and resolution of conflict. USIP resources also include practical tools, training and courses for conflict resolution and peacebuilding.

15) The Peace Action, Training and Research Institute of Romania (PATRIR) is an independent, non-governmental and non-profit organization, active in Romania and internationally since March 2001. The main purpose of PATRIR is to promote peacebuilding, and constructive conflict transformation, and at the same time the prevention of all forms of violence - direct, structural, and cultural - in Romania, and internationally. The organization carries out extensive research, publications and advocacy on peacebuilding practice and effectiveness.

16) Catholic Relief Services - Peacebuilding Division - Peacebuilding emerged as one of CRS' top priorities in 2001. Historically we worked on many activities related to peace and justice, but in the 1990s we began to focus more explicitly on them. This grew in large part out of experiences in East Africa and the Balkans.
We pair peacebuilding with justice to ensure that our activities address the root causes of conflicts and not just surface issues. Justice provides the vision and standards for peace while peacebuilding focuses on the process of how we get there - how we repair relationships and restore broken structures, how we prevent future devastation and how we address current injustices. CRS has a number of excellent publications on peacebuilding practice, trauma healing and more.

17) UN Peacebuilding Commission - is an intergovernmental advisory body of the United Nations that supports peace efforts in countries emerging from conflict, and is a key addition to the capacity of the International Community in the broad peace agenda.

18) Institute of Security Studies is a non-profit regional research institute operating in Sub-Saharan Africa that focuses on human security in Africa. An excellent resource for academics and professionals in the areas of conflict analysis, conflict management, peacebuilding and other security-related fields. It collaborates Governments and Civil Society at strategic level and assists in policy implementation.

19) West African Network for Peacebuilding - is a West Africa Civil Society Organization with over 450 member- organizations working in Partnership with the Economic Community of West African States (ECOWAS) and has Special Consultative Status with the United Nations Economic and Social Council (ECOSOC). The network carries out training, advocacy and policy related research.

20) The Global Partnership for the Prevention of Armed Conflict is a global civil society-led network which seeks to build an international consensus on peacebuilding and the prevention of violent conflict. ince holding its Global Conference in 2005, GPPAC has worked to strengthen civil society networks for peace and security by linking local, national, regional, and global levels of action; to establish effective engagement with governments, the UN system and regional organisations; and to carry out projects within the five main programme areas identified in its Global Work Plan (2007-2010).

21) The Pearson Peacekeeping Centre (PPC) is a not-for-profit, Canadian-based institution dedicated to improving the effectiveness of peace operations around the world. Using a multi-disciplinary and activity-based learning approach, the PPC teaches and trains those who serve in conflict zones including civilians, military personnel and police officers. Since its inception in 1994, the PPC has trained over 18,000 individuals from over 150 countries.

22) RSIS Centre for Non-Traditional Security Studies, an independent and international research and policy think tank based in Singapore at the S. Rajaratnam School of International Studies, Nanyang Technological University. We are one of the core institutes of the MacArthur Asia Security Initiative, and the secretariat of NTS-Asia, a consortium of partner institutes in Asia focusing on Non-Traditional Security studies.

23) The 3D Security Initiative is a policy voice for civil society and conflict prevention in US security policymaking. It produces concise policy briefs on a range of issues and regions, connects policymakers with global civil society networks, engages in civil-military dialogue, and seeks to increase investments in conflict prevention and peacebuilding.

24) The Institute for Multi-Track Diplomacy (IMTD) is a 501(c)3 non-profit organization specializing in conflict resolution. IMTD’s mission is to promote a systems-based approach to peacebuilding and to facilitate the transformation of deep-rooted social conflict through education and conflict resolution training. IMTD’s multi-track approach to peacebuilding expands the traditional framework of peacemaking to include both official and unofficial spheres such as non-governmental structures, businesses, private citizens, educational and research institutions, peace activists, religious organizations, foundations and mass media. By transforming conflict through a multi-track lens, IMTD’s activities address the tangible and intangible conditions perpetuating a conflict.

25) The Peace Research Institute of Oslo - is a non-profit research institution established in 1959, whose overarching purpose is to conduct research on the conditions for
peaceful relations between states, groups and people. The institute is
independent, international and interdisciplinary, and explores issues
related to all facets of peace and conflict. To remain at the cutting
edge of peace research, PRIO is both proactively involved in identifying
new trends in global conflict, and oriented toward formulating and
documenting new understandings and responses.

1) Develop a Strong Resume - Make sure you have a strong, clear and compelling resume and cover letter. See the Download TipsforWritingEffectiveResumes.pdf . Many university career centers also offer guidance on resumes.

2) Read Key Resources - The ACT Report, Skills, Networks and Knowledge: Careers in International Peace and Conflict Resolution offers guide to careers in the field based on interviews with over 60 organizations and practitioners. The document also offers 10 pages of resources for finding jobs, internships, scholarships and more. You can download the report for Download Webreport.pdf or at the ACT website. 4) Use your contacts/networks - One of the key strategies for finding a job/internship is to consult your personal and professional networks. Let your professors, colleagues and friends know that you're seeking an opportunity and perhaps they will have suggestions/contacts. University career centers and alumni can also be terrific resources.

5)Join New Networks- Joining a professional network in the field can also be a useful way to make contacts and learn about opportunities. Some relevant networks include:

6) Find and Contact Organizations Directly - Often you can find great organizations and opportunities through your own research and identify/create your own opportunities. You can find also find opportunities listed directly on an organization's website. It is important to ensure that ensure that any organization you will work with is a legitimate organization (check with friends, see who funds them, visit their website, learn about their reputation). It is possible to contact organizations (particularly smaller ones) to let them know you're interested in their work and have skills (be specific) that you believe might be of assistance.

7) Explore Fellowship Opportunities - There are many excellent fellowships/scholarships that do provide funding for independent research/volunteer work/study. Thus, don't just think about internships as a way to get field experience, but look into ways you can obtain a fellowship and perhaps as part of your study intern with local organizations and/or conduct independent research. You can find many fellowships/scholarships on this site by searching by various keywords.

8) Explore Negotiating about Opportunities - While many internships are unpaid and an organization may not have sufficient funds, you may want to explore negotiating about the terms of potential internships. For example some organizations might be able to provide housing, while other organizations might provide training opportunities, or perhaps allow you to explore publication opportunities.

9) Consider Fundraising to Support Your Opportunity - Some universities may have funding opportunities to support summer internships/field work. Perhaps you can consult your relatives and ask for small contributions to cover your basic expenses or find other creative ways to fund your experience.

Finding events specifically related to conflict resolution or peace building can be somewhat laborious. This is because, as we all know, there are relatively few organizations that specifically focus on CR, but at the same time, there are many organizations that have a tangential interest in peace and stability.

Gathered on this page are some of the major think tanks, public policy institutes, NGO’s, and universities in Washington, DC and the metropolitan area that frequently host events about or related to conflict resolution. There are very brief descriptions of each organization on this page and links to their respective home and events web addresses. Attending events such as these are not only informative, but are also a great opportunity to network. Presenters and participants are often well placed members of influential organizations, and you have more privileged access to them in these settings. I hope you find this guide useful. Enjoy!

OVERVIEW OF APPROACHES TO OBTAINING FUNDING

Direct Funding from the University - A number of competitive universities at the BA (sometimes) MA (more often) level will offer partial (and occasionally full scholarships) directly to the most competitive students and especially at the Ph.D. level.
Outside Scholarships - See the resources on the this page for outside funding for academic (mostly graduate) study. There are many, many resources available to students depending on the location of study. The Ford International Fellowship is great (only open to citizens of certain countries), the Rotary World MA Peace Fellows (open to all, for study at six select universities. Applicants need to be over 25 and have at least a few years work experience in the peace/development field).
Government Agencies - Often select government agencies do provide funding opportunities. For example the US government provides Fulbright Scholarships and others. The German Government has the DAAD Agency. Check with the embassies of respective countries on their websites in your country or do some general searching.
Friends/Family/Local Businesses - Sometimes through a combination of creative support from friends/family and local business there may be a way to piece together funding. However, investing some time in energy in researching and applying for appropriate opportunities can be invaluable. Below are some suggestions for how to write a successful funding application and information on several leading fellowships and key organizations.

SUGGESTIONS FOR WRITING SUCCESSFUL FELLOWSHIP APPLICATIONS

Carefully Read the Funding Requirements and Goals of the Fellowship - This may sound like common sense, but it is critical to carefully read over the details of any funding opportunities. What are the goals of the funder? What are the administrative details (deadline, citizenship restrictions, etc.)? Many people do not take the time to educate themselves and frame their applications using the appropriate language to meet the goals of the funders. Alternatively, they may miss key logistical details that can cause an application to be disqualified.

Frame Your Previous (and future) Experience as Part of a Coherent Narrative - One of the keys to writing a winning application is to demonstrate clearly how your previous academic and professional experience makes you qualified for a particular opportunity. Write a coherent narrative, demonstrating long-standing interest in a particular region, topic, explain how the fellowship will help you develop additional expertise and how this will be useful in the post-fellowship period in your career and for the larger society.

Search out Multiple Fellowship Opportunities - Applying for fellowships can be very competitive. If possible, apply for several different fellowships at the same time. Consider that for many competitions there can be between 5-20 applicants per fellowship. Thus if you can identify various opportunities that are of interest and apply for several this will help increase your chances of having at least one (or more successful applications).

Keep your Essays Focused, Clear and Logical - For most fellowship review processes, a single reviewer may read between 20-50 applications. Thus, it is important that in writing your essays that you provide clear, logical and easy to follow arguments. If it is a research fellowship, explain your research goals, questions, methods of research and intended outcomes. If it is a language fellowship, provide a clear plan of study and demonstrate your commitment to pursuing further language beyond this particular fellowship.

Proofread and Peer Review - One method that can help ensure a quality application is to have your professors and/or colleagues read through the application. Ask if your essays are compelling, to assist with grammatical editing, etc. Sometimes working in peer groups where you might share your initial ideas with colleagues can help in further refining and developing your proposal.

Learn from Rejection – Often applications may not be approved. You can take this a learning opportunity. Some donors will provide you with feedback about why you were not successful and perhaps encourage you to revise and resubmit in future years.

Start Early – Many fellowship applications are due eight-12 months in advance. Thus you need to start research and exploring opportunities with sufficient time.

American Political Science Association Funding Resources- - Maintains a wonderful list of fellowships and grants for undergraduate, graduate, post-doc and research opportunities.
Rotary Peace and Conflict Studies Fellowship - Rotary Centers provide Rotary World Peace Fellows with the opportunity to pursue a master’s degree in conflict resolution, peace studies, international relations, and related areas. Each year, up to 60 Rotary World Peace Fellowships are offered on a competitive basis at six Rotary Centers, which operate in partnership with seven leading universities. Applications need to be over 25 years of age and have several years experience.
Rotary Ambassadorial Scholarship - The purpose of the Ambassadorial Scholarships program is to further international understanding and friendly relations among people of different countries and geographical areas. The program sponsors academic year scholarships for undergraduate and graduate students as well as for qualified professionals pursuing vocational studies. While abroad, scholars serve as goodwill ambassadors to the host country and give presentations about their homelands to Rotary clubs and other groups. Upon returning home, scholars share with Rotarians and others
the experiences that led to a greater understanding of their host
country.
Echoing Green's Fellowship Program - Echoing Green awards two-year fellowships to emerging social innovators. Annually, we award fellowships to individuals with innovative ideas for creating new models for tackling seemingly unsolvable social challenges. These fellowships offer them the opportunity to develop and test their ideas.
Ford International Fellowships - The Ford Foundation International Fellowships Program (IFP) was launched by the Ford Foundation in 2000 to provide opportunities for advanced study to exceptional individuals who will use this education to become leaders in their respective fields, furthering development in their own countries and greater economic and social justice worldwide. To ensure that Fellows are drawn from diverse backgrounds, IFP actively seeks candidates from social groups and communities that lack systematic access to higher education. IFP's New York-based secretariat collaborates closely with partner organizations in 22 countries and territories.
Fulbright Fellowships – Offers fellowship for US students and faculty to study and conduct research/teaching abroad and for international students and faculty to pursue opportunities in the US.
United States Institute of Peace Senior and Ph.D. Fellowships – The Jennings Randolph Program for International Peace awards Senior Fellowships to enable outstanding scholars, policymakers, journalists, and other professionals from around the world to conduct research at the U.S. Institute of Peace on important issues concerning international conflict and peace. Peace Scholar Dissertation Fellowships (open to Ph.D. students studying in the US). These fellowships are intended to support the research and writing of doctoral dissertations addressing the sources and nature of international conflict and ways of preventing or ending conflict and sustaining peace.
The Davis-Putter Scholarship Fund (US) The Davis-Putter Scholarship Fund provides grants to students actively working for peace and justice. These need-based scholarships are awarded to those able to do academic work at the university level and who are part of the progressive movement on the campus and in the community.
The Herbert Scoville Jr.Peace Fellowship (US) The Herbert Scoville Jr. Peace Fellowship invites college graduates (Graduate Student or Ph.D./M.D./Other Professional) to apply for full-time, six to nine-month fellowships in Washington, District of Columbia. Outstanding individuals will be selected to work with nonprofit, public-interest organizations addressing peace and security issues.
National Security Education Program – The National Security Education Program (NSEP) provides a unique funding opportunity for U.S. students (undergraduate, graduate and post-graduate) to study world regions critical to U.S. interests (including Africa, Asia, Central/Eastern Europe, Eurasia, Latin America & the Caribbean, and the Middle East). NSEP was designed to provide Americans with the resources and encouragement they need to acquire skills and experiences in areas of the world critical to the future security of our nation in exchange for a commitment to seek work in the federal government.
Thomas Pickering Fellowship (Graduate and Undergraduate). The goal of the fellowship Graduate Fellowship program is to attract outstanding students who enroll in two-year master's degree programs in public policy, international affairs, public administration, or academic fields such as business, economics, political science, sociology, or foreign languages, who represent all ethnic, racial and social backgrounds and who have an interest in pursuing a Foreign Service career in the U.S. Department of State. The Pickering Undergraduate Foreign Affairs Fellowship seeks to recruit talented students in academic programs relevant to international affairs, political and economic analysis, administration, management, and science policy. The goal is to attract outstanding students from all ethnic, racial, and social backgrounds who have an interest in pursuing a Foreign Service career in the U.S. Department of State.
Gates Cambridge FellowshipThe Gates Cambridge Scholarship is a merit-based scholarship established by the Gates Cambridge Trust in order to give students from around the world the opportunity to study at Cambridge in one of three programs: a second Bachelor's degree, one-year postgraduate course leading to a Master's degree, or research and work leading to a Ph.D. (scholars are funded for a period of 1 to 4 years). The Gates Cambridge Scholarship provides University tuition, a stipend for living expenses, and one return airfare.
Chevening Scholarships - are prestigious awards available to international students for post-graduate study in the United Kingdom. They are available in more than 130 countries and around 1000 new Chevening Scholarships are awarded globally each year. Chevening scholarships offer an ideal opportunity for young, high-flying graduates not only to study their chosen subject, but also to meet and network with their peers in the unique learning atmosphere that the UK provides. Kathryn Davis Fellowships for Peace for Summer Language Study at Middlebury College - The Davis Fellowships are merit-based and intended for exceptionally qualified individuals with demonstrated interest in one or more of the following areas: international, global, or area studies; international politics and economics; peace and security studies; and/or conflict resolution. Individuals in other fields, including working professionals, are also encouraged to apply if their field of expertise requires them to study one of the critical languages listed supported by the program which include Arabic, Chinese, Hebrew, Japanese, Portuguese, and Russian.
Reagan-Fascell Democrcy Fellows Program National Endowment for Democracy, enable democratic practitioners, scholars, and journalists from around the world to deepen their understanding of democracy and enhance their ability to promote democratic change. Reagan-Fascell Democracy Fellows maintain full-time residence at the International Forum for Democratic Studies, NED’s research arm located in Washington, D.C.
Hong Kong Ph.D. Fellowship Scheme -aims at attracting the best and brightest students in the world to pursue their PhD programmes in Hong Kong's institutions.

Social Science Research Council - SSRC fellowship and grant programs provide support and professional recognition to innovators within fields, and especially to younger researchers whose work and ideas will have longer-term impact on society and scholarship.
American Council of Learned Societies - CLS offers fellowships and grants in over one dozen programs, for research in the humanities and humanistic social sciences at the doctoral and postdoctoral levels.

The Organization for Social Science Research in Eastern and Souther... (OSSREA) is a regional membership-based and donor-supported research and capacity-building organization whose mission is to promote dialogue and interaction between researchers and policy-makers in Eastern and Southern Africa with a view to enhancing the impact of research on policy-making and development planning. American University, Summer Peacebuilding and Development Institute, Washington, DC, Every summer, offers annual Summer Institute, a series of one-week, two-credit courses on fascinating and practical topics. These Summer Institute courses are unique in that they also serve as a professional development training program for NGO practitioners and professionals from all over the world. Eastern Mennonite University, Summer Peacebuilding Institute,Harrisonburg, VA - The institute has been held each summer for over a decade. Diverse courses focused on key aspects of peacebuilding are offered each year, generally in week long or five day sessions. Things That Are Obsolete or Becoming Obsolete

Note that there are factors that make things obsolete including profit orientation (things are made to be disposable and obsolete in order to boost sales of new items), level of income, and sentimentality to cling on to old things.
Blackboards. Whiteboards replace blackboards. LCD projectors replace overhead projectors.
Vinyl records, cassette tapes, boom box, Betamax tapes, VHS, CDs, and DVDs. More and more music and movies are online and can be downloaded to flash drives.
Books, magazines, newspapers, and other hard-copy reading materials. Electronic versions are replacing them. Some old-fashioned people like me still prefer hard-copy books, though. With online news and Wikileaks, newspapers lose the monopoly of giving news, although paradoxically there are few but powerful news groups that still control both hard-copy and online news that we read.
Bulbs, both incandescent and fluorescent, will be replaced by energy-saving bulbs. However, all bulbs still have to be made mercury-free.
Calendars on the Wall. Email accounts, cellphones, computers, television sets and other electronic gadgets have internal calendars. Digital calendars can be customized and downloaded online, if needed.
Camera using films. Cameras are now digital.
Stand-alone digital Cameras will be obsolete as cellphones, computers & i-Pads have built-in digital cameras.
CDs are replaced by flash drive with USB ports.
Classrooms which are exclusively face-to-face only will be replaced by hybrid or purely online classes. There will be more and more online classes and degrees.
CDs will be obsolete as most music are now available online for purchase, free radio streaming, and downloding.
Dictionaries and Encylopedias. More and more dictionaries and encyclopedias are now available online.
Maps. Global Positioning System (GPS) units replace maps. Some cellphones have GPS.
Paper will be used less and less. More and more documents will be digital and electronically transferred, read, edited, and submitted.
Phone Books. Phone numbers can be found online.
Regular mail for interpersonal correspondence and billing. The younger generation uses email and automatic online payments.
Watches. Cellphones, computers, cars, microwave ovens and many items have built-in clocks.
Telephones are becoming obsolete. We can now talk, chat, and have videochat on Facebook, Google, Skype, and Yahoo.

Introduction

Human rights are fundamental to the United Nations. The Preamble of the Charter of the United Nations states that "We the peoples of the United Nations [are] determined... to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small…."

One of the early acts of the General Assembly was to draft and adopt the Universal Declaration of Human Rights (resolution 217 A of 10 December 1948). The Audiovisual Library of International Law provides an introduction to the declaration and its impact, a procedural history, and citation to the key documents. For the 60th anniversary, the UN libraries digitized the documents related to its drafting; these are available through a dedicated website as well as through the Official Document System (ODS) and UNBISnet, the library’s catalogue.

More recent UN actions include the adoption of international human rights treaties, the creation of the position of United Nations High Commissioner for Human Rights in 1993 and the establishment of the Human Rights Council in 2006.

During its 60th session, the General Assembly adopted the World Summit Outcome, resolution 60/1 of September 2005, which called, inter alia, for strengthening of the UN’s human rights mechanisms. Reform of the human rights mechanisms is ongoing and the documentation is changing to reflect the changes. This guide provides an overview of current practice, as well as guidance on the historical documentation.

>United Nations High Commissioner for Human Rights

By resolution 48/141 of 20 December 1993, the General Assembly created the post of United Nations High Commissioner for Human Rights.

The Office of the High Commissioner for Human Rights provides secretariat support for all UN human rights bodies and maintains the specialized human rights document databases, including,
The High Commissioner reports to the General Assembly annually on the activities carried out by the Office of the High Commissioner. This report is issued as Supplement No. 36 to the Official Records of the General Assembly (list of symbols).

Statements made by the High Commissioner can be retrieved through the OHCHR Media Centre.

The Office of the High Commissioner also administers the communications/complaints procedures available under the various human rights bodies.

Human Rights Bodies

The Organization's work in human rights is carried out by a number of bodies. When researching human rights issues, a distinction must be made between Charter-based and treaty-based human rights bodies.

Charter-based bodies:

derive their establishment from provisions contained in the Charter of the United Nations,
hold broad human rights mandates,
address an unlimited audience, and
take action based on majority voting.

Treaty-based bodies:

derive their existence from provisions contained in a specific legal instrument,
hold more narrow mandates (i.e., the set of issues codified in the legal instrument),
address a limited audience (i.e., only those countries that have ratified the legal instrument), and
base their decision-making on consensus.

Charter-based bodies

The current Charter-based bodies are the Human Rights Council and its subsidiaries, including the Universal Periodic Review Working Group, and the Advisory Committee. Previously, the Charter-based bodies were the Commission on Human Rights and its subsidiaries, including the Subcommission on the Promotion and Protection of Human Rights.

The documents of the Charter-based bodies are available in several places.

General UN documents databases, such as the Official Document System (ODS) and the library’s catalogue, UNBISnet, provide access to the full-text.

UN-I-QUE, UN Info Quest, provides citation to selected types of documents. Each record within UN-I-QUE is presented in reverse chronological order and is historically comprehensive. This database focuses on documents and publications of a recurrent nature, such as:

annual and sessional reports of committees and commissions;
reports periodically/irregularly issued such as of special rapporteurs, independent experts, working groups, or missions to countries.

In addition, specialized human rights document databases have been developed, including the Charter-based bodies database and the Universal Human Rights Index.

Human Rights Council (2006- )

The Human Rights Council was established by General Assembly resolution 60/251 of 15 March 2006. The Human Rights Council is the successor of the Commission on Human Rights. The Council meets in regular session three times annually and in special session as needed, and reports to the General Assembly.

Human Rights Council resolution 5/1 of 18 June 2007, “Institution-building of the United Nations Human Rights Council,” sets out the main mechanisms and subsidiary bodies of the Council; General Assembly resolution 62/219 of 22 December 2007, inter alia, endorses the decision of the Human Rights Council to adopt resolution 5/1. The text of Human Rights Council resolution 5/1 is found in its report to the General Assembly for its 5th session (A/62/53).

Summary records of meetings are issued under the series symbol A/HRC/[session]/SR.[meeting number].
The sessional reports are published initially as A/HRC/- documents. An annual cumulation covering all sessions for a year is later issued as Supplement 53 to the Official Records of the General Assembly (list of symbols). The reports provide summaries of the work concluded and contain the texts of resolutions and decisions adopted by the Council.

Universal Periodic Review Working Group (2007- )

General Assembly resolution 60/251 of 15 March 2006, which established the Human Rights Council, mandates a universal periodic review of each state's fulfillment of its human rights obligations and commitments. Human Rights Council resolution 5/1 of 18 June 2007, “Institution-building of the United Nations Human Rights Council,” sets out the main elements of the universal periodic review.

The Universal Periodic Review Working Group holds three sessions per year. At each session, sixteen countries are reviewed, resulting in a four year-cycle to complete review of all 192 member states of the UN.

Working documents are issued under the series symbol A/HRC/WG.6/[session]/[country abbreviation]/-.
The Working Group issues a report for each country which summarizes the meetings held and includes conclusions or recommendations.
As of June 2009, the Working Group has not issued a sessional report that covers all the activities of the Working Group during the course of one session.
The OHCHR has developed a special database for the documentation related to the universal periodic review.

Human Rights Council Advisory Committee (2007- )

The Human Rights Council Advisory Committee was established by Human Rights Council resolution 5/1 of 18 June 2007. The Advisory Committee is composed of 18 experts serving in their personal capacity and functions as a think-tank for the Council. The Advisory Committee supercedes the Subcommission on the Promotion and Protection of Human Rights.

Working documents are issued under the series symbol A/HRC/AC/[session]/-.
The sessional reports carry a double symbol A/HRC/- and A/HRC/AC- (list of symbols). The reports contain the texts of recommendations and provide brief summaries of the meetings.
Press releases from the UN Office at Geneva News and Media site provide summaries of the statements made in meetings of the Advisory Committee. The OHCHR Media Centre also issues press releases related to the work of the Advisory Committee.

Special Procedures (1947- )

The Human Rights Council has responsibility for the special procedures, including those originally established by the Commission on Human Rights. The special procedures include special rapporteurs, special representatives, independent experts, and working groups, that investigate, discuss, and report on specific human rights issues under a country mandate or thematic mandate.

The series symbol under which special procedure documents are issued may vary. They may report on the topic to a principal organ, the Human Rights Council, or to a subsidiary body. UN-I-QUE provides comprehensive lists of the reports issued (e.g. reports of the Working group on enforced or involuntary disappearances).
Since 2006, documents of the special procedures are generally issued under the series symbol A/HRC/-.
Prior to 2006, documents were usually issued under the series symbol E/CN.4/- or E/CN.4/Sub.2/-.
Since 1994, the special procedures have met annually as a group. The report of this meeting is transmitted by a note of the High Commissioner (list of symbols).

Commission on Human Rights (1946-2006)

The Commission on Human Rights was established by Economic and Social Council resolution 5 (I) of 16 February 1946. The Commission met in annual and, when required, special sessions and reported to the Economic and Social Council (ECOSOC). The Commission on Human Rights concluded its 62nd and final session on 27 March 2006; its work is continued by the Human Rights Council.

Subcommission on the Promotion and Protection of Human Rights (1947-2006)

The Subcommission on the Promotion and Protection of Human Rights was established by the Commission on Human Rights under the authority of Economic and Social Council resolution 9 (II) of 21 June 1946. The name was changed from Subcommission on Prevention of Discrimination and Protection of Minorities by ECOSOC decision 1999/256 of 27 July 1999. The work of the Subcommission is continued by the Human Rights Council Advisory Committee.

The Subcommission met in annual sessions from 1947-2006 (list of symbols). Prior to 19 June 2006, the Subcommission reported to the Commission on Human Rights; its final report was submitted to the Human Rights Council.

Treaty-based bodies

Several UN human rights conventions establish monitoring bodies to oversee the implementation of the treaty provisions. The treaty bodies are composed of independent experts and meet to consider States parties' reports as well as individual complaints or communications. They may also publish general comments on the treaties they oversee. The treaty-based bodies tend to follow similar patterns of documentation.

The Secretary-General issues a “Compilation of guidelines on the form and content of reports to be submitted by States parties to the international human rights treaties” (HRI/GEN/2/Rev.6). This document provides details on the reporting requirements, including the core document, and treaty-specific documents.

Human Rights Committee

The Human Rights Committee was established pursuant to Article 28 of the International Covenant on Civil and Political Rights. The Committee meets in three sessions each year in New York and Geneva.

Article 40 of the Covenant requires States parties to submit an initial report within one year of the Covenant’s entry into force for the State party concerned and then upon the Committee’s request.
The Committee also considers communications under the Optional Protocol received from individuals who assert that their rights have been violated without domestic redress. The texts of the Committee's final decisions under the Protocol are included in its annual reports, as well as periodically cumulated on a selective basis (list of symbols).

Committee on Economic, Social and Cultural Rights

The Committee on Economic, Social and Cultural Rights was established by Economic and Social Council resolution 1985/17 of 28 May 1985, to supervise the implementation of the International Covenant on Economic, Social and Cultural Rights and functions like a treaty body. The Committee meets in two sessions each year in Geneva.

Availability of Documents

The United Nations began publishing documents in electronic format in 1993. Most documents issued prior to 1993 are not yet available online. All General Assembly, Economic and Socical Council, and Security Council resolutions have been digitized and are available through the Official Document System (ODS), the Library's catalogue UNBISnet, and through various websites, including the UN Documentation: Research Guide.

Older documents, including human rights documents, are being scanned added to the ODS and UNBISnet on a daily basis. UN-I-QUE provides citation to the symbols for documents throughout the history of the organization: each record within UN-I-QUE is comprehensive historically. The Basic Research Tools and Indexes sections of the Research Guide provide more information related to historic research. Documents that are not available online may be consulted in paper at a United Nations Depository Library; please contact your nearest depository for details about its collection.
